Electronic records jobs: U.N. Organisation for the Prohibition of Chemical Weapons, Marshall University, ArchivesSpace

The UNITED NATIONS ORGANISATION FOR THE PROHIBITION OF CHEMICAL WEAPONS (OPCW) is looking for a non-permanent ARCHIVES OFFICER who has substantial archival and electronic records management experience. PRINCIPAL FUNCTIONS

Under the supervision of the Head, Documents, Registration and Archiving the incumbent performs the following duties:



1. Control registration and movement of verification-related documents in the Document Tracking System of the Verification Information System (VIS-DoTS)



* Ensure quality of procedures and data throughout the registration process of verification-related records received by DRA

* Analyse requirements, develop, update metadata for the online documents registration system, to improve retrieval and ensure that documents registration meets high standards of quality and timeliness

* Review, and respond to user requirements for, the process of registration, and any associated processes, and make recommendations for improvement



2. Maintain and administer physical and virtual archives of verification-related records



* Identify, propose and develop technical requirements or new systems features to help maintain and improve archives and information management

* Organise and maintain physical holdings in all media per standard archival practice in the Archives to maintain intellectual integrity of records series.

* Ensure safe-keeping of confidential documents information (restricted to highly protected level of confidentiality classification) within the section's scope.

* Propose initiatives to manage and protect records and to support data quality processes.

* Develop, implement and maintain a disaster recovery/emergency response plan for archival holdings.

* Research, propose, implement techniques for preserving records in all media.

* Coordinate environmental controls and propose solutions to ensure long term preservation.



3. Supervises the DRA information service



* Monitors management and delivery of requests for any service from the Secure Archive

* Recommends and implements any improvement identified through review of procedures or through user/staff feedback.



4. Participate in and provide specialist advice to programmes of work designed to improve archives, records or information management



* Support and administer DRA's position as a records management focal point for the Verification Division

* Identify, develop and administer projects arising from work programmes for information management

* Develop and supervise existing projects focussed on improving record-keeping practice and developing industry-standard records management practice

* Assist with refinement, testing and implementation of records management documentation (retention schedule, classification scheme, file plan).

* Provide support and guidance to staff within the Technical Secretariat on archival or records management issues, as required and assist with any training being provided by DRA.



5. Provide staff and user guidance and support



* Guide, train, and supervise staff in a range of archives, records and information functions.

* Supervision of projects related to improving or maintaining the registration process, information service delivery, management of the archives, or data quality maintenance.



6. Prepare, review, update procedures, guidelines, and forms required for work processes



* Observe and analyse work flow and processes, and collaborate with staff to make continuous improvements in document handling practices.

* Assist in the development and maintenance of analytical documents (e.g., process maps, reports)

* Write and validate standard operating procedures (SOPs), working instructions (WIs), guidelines.



7. Act as a focal point for collation of the DEB Sections' inputs



* Make sure that all Sections' inputs are received, combined and available on time as required by Head DEB

* Ensure the DEB inputs are prepared on time and in accordance with the expected data quality and editorial standards



8. Strategic Planning



* Assist the Head of DRA in developing strategic plans for the section: annual work plans; staffing requirements; proposals for improvement and maintenance of optimum service levels.

* Propose, manage and monitor projects.

* Stay current in new records management and archival developments by reviewing the literature, participating in best practice groups and dedicated international conferences.



9. Act as Head of DRA Section



* As directed by the Branch Head, perform all the administrative, managerial and organisational duties in absence of the Head of DRA section



10. Perform other duties as required.



REQUIREMENTS



Knowledge and Skills

Essential: Advanced university degree in archives administration or archives and records management. An advanced university degree in information management, with a strong archives-specific component, may be acceptable.



Desirable: Demonstrable continuous professional development

Additional training in Document Management, Records Management or Archives Management applications accompanied by strong procedural and systems knowledge of such applications.



* Ability to deliver core professional activities

* Ability to organise, plan and implement work assignments, as well as manage competing demands.

* Problem-solving skills, including ability to identify and participate in the resolution of issues/problems.

Experience

Essential: Five years experience in the field of archives and/or archives and records administration and information management, preferably in a records management/information service context. Familiarity with use of technology (industry standard and non-standard software) for archives and information management. Experience of a range of information delivery services (primarily for internal business users)



Desirable: Experience in Quality Management implementation is highly desirable; Experience working in highly confidential environments is desirable. Experience of preservation programmes (especially digital preservation) is desirable. Thorough knowledge of archival arrangement and description, and knowledge and experience of implementation of records disposal schedule is desirable.



Languages

QUALIFICATIONS

ALA-accredited MLS degree. Experience in developing preserving, and managing digital collections in a library/archives environment including knowledge of standards for digital capture and storage, metadata creation and delivery mechanisms; knowledge and experience in web design and development; training or experience in records management practice and procedures (records lifecycle concepts, retention schedules, legal and regulatory compliance, disaster recovery, etc.), preferably in an academic environment; demonstrated ability to work effectively with researchers, administrators, and staff. Successful supervisory experience with staff, volunteers, interns, and student workers. Excellent written and oral skills. Preferred: Knowledge and experience with web applications development; active library and/or archival and/or records management involvement at the regional or national level; evidence of scholarly or professional achievement; three or more years post-MLS experience working in archives and/or special collections.



DUTIES

As a member of the Special Collections Department team, research, develop, document, and implement a digital preservation program to ensure preservation of all the University's archival, manuscript, map, rare boo, and other special collections of enduring value. Review existing Library practices and analyze needs and establish policies and best practices for the long-term protection and access to digital materials of all types, both created by or acquired by the Special Collections and Archives Department. While the Department's focus has been on text and images, digital collections to be preserved bay also include data, audio-visual resources, Web pages and ephemera. Work with the Curator of the Special Collections Department to develop and manage the Department's regional collections. Assist with the development, implementation, and maintenance of a large, complex, campus-wide records management information system. Process, organize, convert, and integrate University records for storage; supervise the storage and retrieval of all files; construct filing systems, and retention and disposal schedules; assist administrators, faculty members, and employees in locating, viewing, or assembling filmed, scanned or archived documents and/or information. is the emerging, open-source, archives management web application to manage descriptive information for archives, manuscripts, and digital objects built with support from the Andrew W. Mellon Foundation. Once completed, ArchivesSpace activities will become a member-based community designed to support the long- term development and sustainability of the software with LYRASIS serving as its organizational home. Community collaboration and member contributions will be key to ArchivesSpace overall success. The ArchivesSpace Developer will work closely with the ArchivesSpace Program Manager, Technical Advisory Group, coding community, and LYRASIS to support the ongoing development and releases of the ArchivesSpace application, as well as support the ArchivesSpace member community. The ArchivesSpace code base is currently hosted on Github at https://github.com/archivesspace/archivesspace/ .



The Developer will serve as the liaison between the ArchivesSpace Technical Advisory Group, the coding community and the ArchivesSpace Organizational Home. S/he will play a crucial role in the ongoing development of ArchivesSpace, contributing to development, managing the code revision control systems and the issue tracking reporting system, and compiling and packaging updated releases in all supported versions. RESPONSIBILITIES

Software Development and Community Contribution Management



* Contribute to and co-lead ArchivesSpace application development

* Manage and administer the code revision control system

* Manage and administer issue tracking reporting systems * Administer version control system, including tagging of releases

* Compile and package updated releases in all supported versions

* Assist Chair of Technical Advisory Council with code review of community contributions and evaluation of potential contributors and committers

* Ensure the application's code base has a robust test suite maintains thorough testing coverage



Application Support



* Assist with ArchivesSpace Help Desk activities

* Interact with ArchivesSpace members to resolve help desk issues

* Troubleshoot and respond to customer inquiries

* Analyze and prioritize reported bugs in collaboration with Program Manager and chair of the Technical Advisory Council

* Monitor channels for security issues that may impact application. Create patched versions and notify community of updates as needed

* Develop bug fixes and application updates



Required Qualifications



* Knowledge and experience developing Ruby (especially JRuby) web applications and REST APIs using Rails, and Sinatra, with MySQL and Apache Derby backend

* Knowledge of best practices in test-driven development, using RSpec, Selenium, static analysis and code coverage tools, and continuous integration (Hudson/Jenkins and Travis-CI)

* Knowledge and experience with using Git and GitHub for version control and release management

* Experience with deploying and packaging JRuby web applications on the Java virtual machine, using Jetty and Apache Tomcat servlet containers

* Experience with frontend development in HTML5, CSS and JavaScript, using JQuery and Twitter Bootstrap, with a strong understanding of Web standards, accessibility, and usability

* Experience with Apache Solr for search and indexing platforms

* Familiarity with agile development methodologies, especially Scrum

* Experience with XML-based library and archives metadata standards, including Encoded Archival Description (EAD), MARCXML, MODS, Dublin Core, and METS, as well as XSLT stylesheets associated with their transformation

* Ability to work well in a distributed team environment with minimal direction

* Time management skills and organizational ability for project management

* Excellent communication skills

* Three to five years related work experience



Preferred Experience



* Experience in application and web service development for libraries, archives, and digital collections

* Knowledge of and experience with archival management systems including Archivists' Toolkit or Archon

* Testing software applications on a broad range of browsers and browser versions as part of the application development process as well as when troubleshooting problems experienced by end users

* Demonstrated experience managing contributions to open source projects and/or managing a developer community

* Experience providing customer relations skills and data migration
